"Benjamin Franklin is best known for his inventions (lightning rod) and his aphorisms ("early to bed and early to rise makes a man healthy, wealthy, and wise"). But he was also a key figure when the thirteen colonies were giving birth to a new nation.
At the age of 81, Franklin was the oldest representative at the 1787 Constitutional Convention in Philadelphia. Weeks after the convention began, representatives were still haggling about the relative voting power of large states and small states. Then Franklin stood up and said,
"In the beginning of the contest with Britain, when we were sensible of danger, we had daily prayers in this room for the divine protection. Our prayers, sir, were heard and they were graciously answered.…Have we now forgotten this powerful Friend? Do we imagine that we no longer need his assistance? I have lived a long time, and the longer I live the more convincing proof I see of this truth, that God governs in the affairs of men.…We have been assured, sir, that 'except the Lord builds the house, they labor in vain that build it,' and without His concurring aid, we shall succeed in this political building no better than the builders of Babel."
CBN.com – Someone recently asked me to name the fourth commandment. I stared blankly and realized, much to my chagrin, that I didn't know which one that was -- not that I didn't know the Ten Commandments, but I didn't know which of them was number four.
I determined at that moment to memorize the Ten Commandments. I thought it would be also be good for my children to memorize the "ten big ones" as well.
Now my dad was always a stickler for memorization. He worked at the local newspaper, so whenever they'd run a story on improving memory he'd go out and buy the book or the kit. Then for weeks we'd listen to him as he recited the birthdays of various kids from the neighborhood, or some other obscure list of items.
We were duly impressed.
To this day, if he can't remember someone's name, he'll start with the letter "a" and proceed through the alphabet until he stumbles across the letter that reminds him of the name -- and it actually works. At least it does for my dad. If I can't remember someone's name I just say, "Hey, bro.," and hope they don't press me on the whole name thing.
But the most important thing that he did with these tools was to memorize the Bible.
I must admit that I learned a thing or two from dear old Dad, and when I was in school I put some of his devices to use. As I crammed for tests I would try to invent ways to remember the required answers. Dad's best trick was word association, which is connecting two things by a word that is common to both items. When I decided it was time to memorize the Ten Commandments, I used this trusty old method. It worked for me and my kids. Soon we were all reciting the "ten big ones" without any hesitation. I was so proud, in good way, that all of us picked it up so easily.
Then one day, as I was thinking about what to write for my column on CBN.com, I thought, "Hey, maybe there are other people out there in cyber-land who haven't taken the time to memorize the 'ten big ones.' I could share our little secret with them."
Suddenly I started thinking about how the people who read this column could share it with others in their family. Then those people could share it with folks in their Sunday school or cell groups. Those people could teach it to their friends at work or school. Soon hundreds and hundreds of people could be reciting the "ten big ones" with ease. They would be thinking about God, and their fellow man -- and that might make the world a better place (no, this is not a delusion of grandeur -- I've just been praying the prayer of Jabez)!
Now, one thing that I must point out is that word association can sometimes sound silly -- but that's part of the fun, and it helps us to remember. If the memory aids that I list don't work for you, just change them to something that you can remember. The idea is to come up with a plan that will help you to recall the "ten big ones" in order.
O.K., here are the "ten big ones" for your memorization pleasure, from Exodus 20: 3-17 (NLT):
Number One: Do not worship any other gods besides me.
This one is pretty simple. God Almighty is number one -- and there are no gods before Him!
Number Two: Do not make idols of any kind
If God is number one, how can a graven image, or a copy, be number one? Inevitably it will be a "number two," because only God can be number one! So commandment "number two" is don't make idols.
Number Three: Do not misuse the name of the Lord your God.
As Christians we believe that God has revealed Himself as three in one; the Father, Son, and Holy Spirit. We call this the Trinity. So it is easy to remember that God is "three" in one, and we know His "name" as Father, Son, and Holy Spirit -- Yahweh God. Therefore, commandment number "three" says don't take His "name" in vain.
Number Four: Remember to observe the Sabbath day by keeping it holy.
Jesus told his disciples, "The Sabbath was made for man, and not man for the Sabbath." The Sabbath is a day set aside to worship God. It is a day of rest. In other words, worship and rest are what the Sabbath is there "for" -- so commandment number "four" is to remember the Sabbath and keep it holy.
Number Five: Honor your father and mother. Then you will live a long, full life in the land the Lord your God will give you.
This commandment is the only one with a corresponding promise -- that your days will be long on the earth. So, if you honor your father and mother you will live a long life. We remember it by saying, "Five keeps you alive!"
Number Six: Do not murder.
We've all heard the term "six feet under" referring to burying the dead. That's how to memorize commandment number six, do not murder, or don't put anyone "six" feet under.
Number Seven: Do not commit adultery.
Lust is one of the "seven deadly sins" in the Roman Catholic catechism. So I remember commandment number seven -- adultery, which is a result of giving in to lust -- as one of the deadly sins that I should avoid.
Now that's a little hard to explain to the children, so we told them that commandment number seven is about being loyal, and avoiding the seven deadly sins. I wasn't sure that they'd get it, but they took my word for it, and they still remember that commandment number seven is "be loyal" (some good advice for the adults, too).
Number Eight: Do not steal.
For this one I reminded my kids of the story of Aladdin, the thief of Baghdad. In the beginning of the story he steals a piece of bread and begins "eating" it. Suddenly, the police are upon him and he gets in trouble for what he "ate." So, the kids remember commandment number "eight" as, thou shalt not steal.
Number Nine: Do not testify falsely against your neighbor.
Now this one is a bit of a stretch, I will admit, and it reveals a little bit of my rock-and-roll roots. Most people remember the big hoopla about back-masking on various recordings from 1960s, '70s, and '80s. One particularly memorable allegation was about a Beatles song called "Revolution Number Nine" (some of you know where I'm going with this). The rumor was that if you played this rather odd song backwards there was some sort of hidden message. The truth of the matter was that there wasn't really anything there other than Ringo Starr droning the words "number nine, number nine, number nine" in reverse. So the allegation about "number nine" was a "false witness" -- get it? Well, anyway, my kids got it and they remembered that commandment number nine is, don't bear false witness.
Number Ten: Do not covet your neighbor's house
We often say, "on a scale from one to ten, with one being the least attractive and ten being the most, how would you rate" whatever it may be. So something that is rated at 10 is very nice. In our human nature we tend to covet what is very nice. So commandment number ten is, don't covet.
The Greatest Commandment
So there you have them, "the ten big ones." I hope this fun little tool will help you to memorize the Ten Commandments and to make them a central part of your life. If my suggestion doesn't work, make up a system that will work for you. Either way, take time to memorize these special verses of Scripture.
Jesus said, these commandments can be summed up as; "You shall love the Lord your God with all your heart, with all your soul, with all your strength, and with all your mind, and your neighbor as yourself" (Luke 10:27). Remember, that's what "the ten big ones" are all about.

Breakpoint in Iraq: What went Wrong

I must warn you, it is disturbing for those who, like myself, want a positive and peaceful outcome in Iraq. But since our thinking and investing should reflect reality and not wishful thinking, I suggest you take the time to read this piece.
As I have said in the past, Stratfor is my main and favorite source for geo-political news and analysis. They have often been referred to in the mainstream press as a 'private CIA,' but I would say in Stratfor's defense that they seem to be more right than their government counterpart.

Breakpoint: What went Wrong

On May 23, we published a Geopolitical Intelligence Report titled "Break Point." In that article, we wrote: "It is now nearly Memorial Day. The violence in Iraq will surge, but by July 4 there either will be clear signs that the Sunnis are controlling the insurgency -- or there won't. If they are controlling the insurgency, the United States will begin withdrawing troops in earnest. If they are not controlling the insurgency, the United States will begin withdrawing troops in earnest. Regardless of whether the [political settlement] holds, the U.S. war in Iraq is going to end: U.S. troops either will not be needed, or will not be useful. Thus, we are at a break point -- at least for the Americans."
In our view, the fundamental question was whether the Sunnis would buy into the political process in Iraq. We expected a sign, and we got it in June, when Abu Musab al-Zarqawi was killed -- in our view, through intelligence provided by the Sunni leadership. The same night al-Zarqawi was killed, the Iraqis announced the completion of the Cabinet: As part of a deal that finalized the three security positions (defense, interior and national security), the defense ministry went to a Sunni. The United States followed that move by announcing a drawdown of U.S. forces from Iraq, starting with two brigades. All that was needed was a similar signal of buy-in from the Shia -- meaning they would place controls on the Shiite militias that were attacking Sunnis. The break point seemed very much to favor a political resolution in Iraq.
It never happened. The Shia, instead of reciprocating the Sunni and American gestures, went into a deep internal crisis. Shiite groups in Basra battled over oil fields. They fought in Baghdad. We expected that the mainstream militias under the Supreme Council for Islamic Revolution in Iraq (SCIRI) would gain control of the dissidents and then turn to political deal-making. Instead, the internal Shiite struggle resolved itself in a way we did not expect: Rather than reciprocating with a meaningful political gesture, the Shia intensified their attacks on the Sunnis. The Sunnis, clearly expecting this phase to end, held back -- and then cut loose with their own retaliations. The result was, rather than a political settlement, civil war. The break point had broken away from a resolution.
Part of the explanation is undoubtedly to be found in Iraq itself. The prospect of a centralized government, even if dominated by the majority Shia, does not seem to have been as attractive to Iraqi Shia as absolute regional control, which would guarantee them all of the revenues from the southern oil fields, rather than just most. That is why SCIRI leader Abdel Aziz al-Hakim has been pushing for the creation of a federal zone in the south, similar to that established for the Kurdistan region in the north. The growing closeness between the United States and some Sunnis undoubtedly left the Shia feeling uneasy. The Sunnis may have made a down payment by delivering up al-Zarqawi, but it was far from clear that they would be in a position to make further payments. The Shia reciprocated partially by offering an amnesty for militants, but they also linked the dissolution of sectarian militias to the future role of Baathists in the government, which they seek to prevent. Clearly, there were factions within the Shiite community that were pulling in different directions.
But there was also another factor that appears to have been more decisive: Iran. It is apparent that Iran not only made a decision not to support a political settlement in Iraq, but a broader decision to support Hezbollah in its war with Israel. In a larger sense, Iran decided to simultaneously confront the United States and its ally Israel on multiple fronts -- and to use that as a means of challenging Sunnis and, particularly, Sunni Arab states.
The Iranian Logic
This is actually a significant shift in Iran's national strategy. Iran had been relatively cooperative with the United States between 2001 and 2004 -- supporting the United States in Afghanistan in a variety of ways and encouraging Washington to depose Saddam Hussein. This relationship was not without tensions during those years, but it was far from confrontational. Similarly, Iran had always had tensions with the Sunni world, but until last year or so, as we can see in Iraq, these had not been venomous.
Two key things have to be borne in mind to begin to understand this shift. First, until the emergence of al Qaeda, the Islamic Republic of Iran had seen itself -- and had been seen by others -- as being the vanguard of the Islamist renaissance. It was Iran that had confronted the United States, and it was Iran's creation, Hezbollah, that had pioneered suicide bombings, hostage-takings and the like in Lebanon and around the world. But on Sept. 11, 2001, al Qaeda -- a Sunni group -- had surged ahead of Iran as the embodiment of radical Islam. Indeed, it had left Iran in the role of appearing to be a collaborator with the United States. Iran had no use for al Qaeda but did not want to surrender its position to the Sunni entity.
The second factor that must be considered is Iran's goal in Iraq. The Iranians, who hated Hussein as a result of the eight-year war and dearly wanted him destroyed, had supported the U.S. invasion of Iraq. And they had helped the United States with intelligence prior to the war. Indeed, it could be argued that Iran had provided exactly the intelligence that would provoke the U.S. attack in a way most advantageous to Iran -- by indicating that the occupation of Iraq would not be as difficult as might be imagined, particularly if the United States destroyed the Baath Party and all of its institutions. U.S. leaders were hearing what they wanted to hear anyway, but Iran made certain they heard this much more clearly.
Iran had a simple goal: to dominate a post-war Iraq. Iran's Shiite allies in Iraq comprised the majority, the Shia had not resisted the American invasion and the Iranians had provided appropriate support. Therefore, they expected that they would inherit Iraq -- at least in the sense that it would fall into Tehran's sphere of influence. For their part, the Americans thought they could impose a regime in Iraq regardless of Iran's wishes, and they had no desire to create an Iranian surrogate in Baghdad. Therefore, though they may have encouraged Iranian beliefs, the goal of the Americans was to create a coalition government that would include all factions. The Shia could be the dominant group, but they would not hold absolute power -- and, indeed, the United States manipulated Iraqi Shia to split them further.
We had believed that the Iranians would, in the end, accept a neutral Iraq with a coalition government that guaranteed Iran's interests. There is a chance that this might be true in the end, but the Iranians clearly decided to force a final confrontation with the United States. Tehran used its influence among some Iraqi groups to reject the Sunni overture symbolized in al-Zarqawi's death and to instead press forward with attacks against the Sunni community. It goes beyond this, inasmuch as Iran also has been forging closer ties with some Sunni groups, who are responding to Iranian money and a sense of the inevitability of Iran's ascent in the region.
Iran could have had two thoughts on its mind in pressing the sectarian offensive. The first was that the United States, lacking forces to contain a civil war, would be forced to withdraw, or at least to reduce its presence in populated areas, if a civil war broke out. This would leave the majority Shia in a position to impose their own government -- and, in fact, place pro-Iranian Shia, who had led the battle, in a dominant position among the Shiite community.
The second thought could have been that even if U.S. forces did not withdraw, Iran would be better off with a partitioned Iraq -- in which the various regions were at war with each other, or at least focused on each other, and incapable of posing a strategic threat to Iran. Moreover, if partition meant that Iran dominated the southern part of Iraq, then the strategic route to the western littoral of the Persian Gulf would be wide open, with no Arab army in a position to resist the Iranians. Their dream of dominating the Persian Gulf would still be in reach, while the security of their western border would be guaranteed. So, if U.S. forces did not withdraw from Iraq, Iran would still be able not only to impose a penalty on the Americans but also to pursue its own strategic interests.
This line of thinking also extends to pressures that Iran now is exerting against Saudi Arabia, which has again become a key ally of the United States. For example, a member of the Iranian Majlis recently called for Muslim states to enact political and economic sanctions against Saudi Arabia -- which has condemned Hezbollah's actions in the war against Israel. In the larger scheme, it was apparent to the Iranians that they could not achieve their goals in Iraq without directly challenging Saudi interests -- and that meant mounting a general challenge to Sunnis. A partial challenge would make no sense: It would create hostility and conflict without a conclusive outcome. Thus, the Iranians decided to broaden their challenge.
The Significance of Hezbollah
Hezbollah is a Shiite movement that was created by Iran out of its own needs for a Tehran-controlled, anti-Israel force. Hezbollah was extremely active through the 1980s and had exercised economic and political power in Lebanon in the 1990s, as a representative of Shiite interests. In this, Hezbollah had collaborated with Syria -- a predominantly Sunni country run by a minority Shiite sect, the Alawites -- as well as Iran. Iran and Syria are enormously different countries, with many different interests. Syria's interest was the domination and economic exploitation of Lebanon. But when the United States forced the Syrians out of Lebanon -- following the assassination of former Prime Minister Rafik al-Hariri in February 2005 -- any interest Syria had in restraining Hezbollah disappeared. Meanwhile, as Iran shifted its strategy, its interest in reactivating Hezbollah -- which had been somewhat dormant in relation to Israel -- increased.
Hezbollah's interest in being reactivated in this way was less clear. Hezbollah's leaders had aged well: Violent and radical in the 1980s, they had become Lebanese businessmen in the 1990s. They became part of the establishment. But they still were who they were, and the younger generation of Hezbollah members was even more radical. Hezbollah militants had been operating in southern Lebanon for years and, however relatively restrained they might have been, they clearly had prepared for conventional war against the Israelis.
With the current conflict, Hezbollah now has achieved an important milestone: It has fought better and longer than any other Arab army against Israel. The Egyptians and Syrians launched brilliant attacks in 1973, but their forces were shattered before the war ended. Hezbollah has fought and clearly has not been shattered. Whether, in the end, it wins or loses, Hezbollah will have achieved a massive improvement of its standing in the Muslim world by slugging it out with Israel in a conventional war. If, at the end of this war, Hezbollah remains intact as a fighting force -- regardless of the outcome of the campaign in southern Lebanon -- its prestige will be enormous.
Within the region, this outcome would shift focus way from the Sunni Hamas or secular Fatah to the Shiite Hezbollah. If this happens simultaneously with the United States losing complete control of the situation in Iraq, the entire balance of power in the region would be perceived to have shifted away from the U.S.-Israeli coalition (the appearance is different from reality, but it is still far from trivial) -- and the leadership of the Islamist renaissance would have shifted away from the Sunnis to the Shia, at least in the Middle East.
Outcomes
It is not clear that the Iranians expected all of this to have gone quite as well as it has. In the early days of the war, when the Saudis and other Arabs were condemning Hezbollah and it appeared that Israel was going to launch one of its classic lightning campaigns in Lebanon, Tehran seemed to back away -- calling for a cease-fire and indicating it was prepared to negotiate on issues like uranium enrichment. Then international criticism shifted to Israel, and Israeli forces seemed bogged down. Iran's rhetoric shifted. Now the Saudis are back to condemning Hezbollah, and the Iranians appear more confident than ever. From their point of view, they have achieved substantial psychological success based on real military achievements. They have the United States on the defensive in Iraq, and the Israelis are having to fight hard to make any headway in Lebanon.
The Israelis have few options. They can continue to fight until they break Hezbollah -- a process that will be long and costly, but can be achieved. But they then risk Hezbollah shifting to guerrilla war unless their forces immediately withdraw from Lebanon. Alternatively, they can negotiate a cease-fire that inevitably would leave at least part of Hezbollah's forces intact, its prestige and power in Lebanon enhanced and Iran elevated as a power within the region and the Muslim world. Because the Israelis are not going anywhere, they have to choose from a limited menu.
The United States, on the other hand, is facing a situation in Iraq that has broken decisively against it. However hopeful the situation might have been the night al-Zarqawi died, the decision by Iran's allies in Iraq to pursue civil war rather than a coalition government has put the United States into a militarily untenable position. It does not have sufficient forces to prevent a civil war. It can undertake the defense of the Sunnis, but only at the cost of further polarization with the Shia. The United States' military options are severely limited, and therefore, withdrawal becomes even more difficult. The only possibility is a negotiated settlement -- and at this point, Iran doesn't need to negotiate. Unless Grand Ayatollah Ali al-Sistani, the top Shiite cleric in Iraq, firmly demands a truce, the sectarian fighting will continue -- and at the moment, it is not even clear that al-Sistani could get a truce if he wanted one.
While the United States was focused on the chimera of an Iranian nuclear bomb -- a possibility that, assuming everything we have heard is true, remains years away from becoming reality -- Iran has moved to redefine the region. At the very least, civil war in Lebanon (where Christians and Sunnis might resist Hezbollah) could match civil war in Iraq, with the Israelis and Americans trapped in undesirable roles.
The break point has come and gone. The United States now must make an enormously difficult decision. If it simply withdraws forces from Iraq, it leaves the Arabian Peninsula open to Iran and loses all psychological advantage it gained with the invasion of Iraq. If American forces stay in Iraq, it will be as a purely symbolic gesture, without any hope for imposing a solution. If this were 2004, the United States might have the stomach for a massive infusion of forces -- an attempt to force a favorable resolution. But this is 2006, and the moment for that has passed. The United States now has no good choices; its best bet was blown up by Iran. Going to war with Iran is not an option. In Lebanon, we have just seen the value of air campaigns pursued in isolation, and the United States does not have a force capable of occupying and pacifying Iran.
As sometimes happens, obvious conclusions must be drawn.

Rhetoric and Reality: The View from Iran

The Iraq war has turned into a duel between the United States and Iran. For the United States, the goal has been the creation of a generally pro-American coalition government in Baghdad -- representing Iraq's three major ethnic communities. For Iran, the goal has been the creation of either a pro-Iranian government in Baghdad or, alternatively, the division of Iraq into three regions, with Iran dominating the Shiite south.
The United States has encountered serious problems in creating the coalition government. The Iranians have been primarily responsible for that. With the death of Abu Musab al-Zarqawi in June, when it appeared that the Sunnis would enter the political process fully, the Iranians used their influence with various Iraqi Shiite factions to disrupt that process by launching attacks on Sunnis and generally destabilizing the situation. Certainly, Sunnis contributed to this, but for much of the past year, it has been the Shia, supported by Iran, that have been the primary destabilizing force.
So long as the Iranians continue to follow this policy, the U.S. strategy cannot succeed. The difficulty of the American plan is that it requires the political participation of three main ethnic groups that are themselves politically fragmented. Virtually any substantial group can block the success of the strategy by undermining the political process. The Iranians, however, appear to be in a more powerful position than the Americans. So long as they continue to support Shiite groups within Iraq, they will be able to block the U.S. plan. Over time, the theory goes, the Americans will recognize the hopelessness of the undertaking and withdraw, leaving Iran to pick up the pieces. In the meantime, the Iranians will increasingly be able to dominate the Shiite community and consolidate their hold over southern Iraq. The game appears to go to Iran.
Americans are extremely sensitive to the difficulties the United States faces in Iraq. Every nation-state has a defining characteristic, and that of the United States is manic-depression, cycling between insanely optimistic plans and total despair. This national characteristic tends to blind Americans to the situation on the other side of the hill. Certainly, the Bush administration vastly underestimated the difficulties of occupying Iraq -- that was the manic phase. But at this point, it could be argued that the administration again is not looking over the other side of the hill at the difficulties the Iranians might be having. And it is useful to consider the world from the Iranian point of view.
The Foundation of Foreign Policy
It is important to distinguish between the rhetoric and the reality of Iranian foreign policy. As a general principle, this should be done with all countries. As in business, rhetoric is used to shape perceptions and attempt to control the behavior of others. It does not necessarily reveal one's true intentions or, more important, one's capabilities. In the classic case of U.S. foreign policy, Franklin Roosevelt publicly insisted that the United States did not intend to get into World War II while U.S. and British officials were planning to do just that. On the other side of the equation, the United States, during the 1950s, kept asserting that its goal was to liberate Eastern Europe from the Soviet Union, when in fact it had no plans, capabilities or expectations of doing so. This does not mean the claims were made frivolously -- both Roosevelt and John Foster Dulles had good reasons for posturing as they did -- but it does mean that rhetoric is not a reliable indicator of actions. Thus, the purple prose of the Iranian leadership cannot be taken at face value.
To get past the rhetoric, let's begin by considering Iran's objective geopolitical position.
Historically, Iran has faced three enemies. Its oldest enemy was to the west: the Arab/Sunni threat, against which it has struggled for millennia. Russia, to the north, emerged as a threat in the late 19th century, occupying northern Iran during and after World War II. The third enemy has worn different faces but has been a recurring threat since the time of Alexander the Great: a distant power that has intruded into Persian affairs. This distant foreign power -- which has at times been embodied by both the British and the Americans -- has posed the greatest threat to Iran. And when the element of a distant power is combined with one of the other two traditional enemies, the result is a great global or regional power whose orbit or influence Iran cannot escape. To put that into real terms, Iran can manage, for example, the chaos called Afghanistan, but it cannot manage a global power that is active in Iraq and Afghanistan simultaneously.
For the moment, Russia is contained. There is a buffer zone of states between Iran and Russia that, at present, prevents Russian probes. But what Iran fears is a united Iraq under the influence or control of a global power like the United States. In 1980, the long western border of Iran was attacked by Iraq, with only marginal support from other states, and the effect on Iran was devastating. Iran harbors a rational fear of attack from that direction, which -- if coupled with American power -- could threaten Iranian survival.
Therefore, Iran sees the American plan to create a pro-U.S. government in Baghdad as a direct threat to its national interests. Now, the Iranians supported the U.S. invasion of Iraq in 2003; they wanted to see their archenemy, former President Saddam Hussein, deposed. But they did not want to see him replaced by a pro-American regime. Rather, the Iranians wanted one of two outcomes: the creation of a pro-Iranian government dominated by Iraqi Shia (under Iran's control), or the fragmentation of Iraq. A fragmented Iraq would have two virtues. It would prove no danger to Iran, and Iran likely would control or heavily influence southern Iraq, thus projecting its power from there throughout the Persian Gulf.
Viewed this way, Iran's behavior in Iraq is understandable. A stable Iraq under U.S. influence represents a direct threat to Iran, while a fragmented or pro-Iranian Iraq does not. Therefore, the Iranians will do whatever they can to undermine U.S. attempts to create a government in Baghdad. Tehran can use its influence to block a government, but it cannot -- on its own -- create a pro-Iranian one. Therefore, Iran's strategy is to play spoiler and wait for the United States to tire of the unending conflict. Once the Americans leave, the Iranians can pick up the chips on the table. Whether it takes 10 years or 30, the Iranians assume that, in the end, they will win. None of the Arab countries in the region has the power to withstand Iran, and the Turks are unlikely to get into the game.
The Unknown Variables
Logic would seem to favor the Iranians. But in the past, the Iranians have tried to be clever with great powers and, rather than trapping them, have wound up being trapped themselves. Sometimes they have simply missed other dimensions of the situation. For example, when the revolutionaries overthrew the Shah and created the Islamic Republic, the Iranians focused on the threat from the Americans, and another threat from the Soviets and their covert allies in Iran. But they took their eyes off Iraq -- and that miscalculation not only cost them huge casualties and a decade of economic decay, but broke the self-confidence of the Iranian regime.
The Iranians also have miscalculated on the United States. When the Islamic Revolution occurred, the governing assumption -- not only in Iran but also in many parts of the world, including the United States -- was that the United States was a declining power. It had, after all, been defeated in Vietnam and was experiencing declining U.S. military power and severe economic problems. But the Iranians massively miscalculated with regard to the U.S. position: In the end, the United States surged and it was the Soviets who collapsed.
The Iranians do not have a sterling record in managing great powers, and especially in predicting the behavior of the United States. In large and small ways, they have miscalculated on what the United States would do and how it would do it. Therefore, like the Americans, the Iranians are deeply divided. There are those who regard the United States as a bumbling fool, all set to fail in Iraq. There are others who remember equally confident forecasts about other American disasters, and who see the United States as ruthless, cunning and utterly dangerous.
These sentiments, then, divide into two policy factions. On the one side, there are those who see Bush's surge strategy as an empty bluff. They point out that there is no surge, only a gradual buildup of troops, and that the number of troops being added is insignificant. They point to political divisions in Washington and argue that the time is ripe for Iran to go for it all. They want to force a civil war in Iraq, to at least dominate the southern region and take advantage of American weakness to project power in the Persian Gulf.
The other side wonders whether the Americans are as weak as they appear, and also argues that exploiting a success in Iraq would be more dangerous and difficult than it appears. The United States has substantial forces in Iraq, and the response to Shiite uprisings along the western shore of the Persian Gulf would be difficult to predict. The response to any probe into Saudi Arabia certainly would be violent.
We are not referring here to ideological factions, nor to radicals and moderates. Rather, these are two competing visions of the United States. One side wants to exploit American weakness; the other side argues that experience shows that American weakness can reverse itself unexpectedly and trap Iran in a difficult and painful position. It is not a debate about ends or internal dissatisfaction with the regime. Rather, it is a contest between audacity and caution.
The Historical View
Over time -- and this is not apparent from Iranian rhetoric -- caution has tended to prevail. Except during the 1980s, when they supported an aggressive Hezbollah, the Iranians have been quite measured in their international actions. Following the war with Iraq, they avoided overt moves -- and they even were circumspect after the fall of the Soviet Union, when opportunities presented themselves to Iran's north. After 9/11, the Iranians were careful not to provoke the United States: They offered landing rights for damaged U.S. aircraft and helped recruit Shiite tribes for the American effort against the Taliban. The rhetoric alternated between intense and vitriolic; the actions were more cautious. Even with the Iranian nuclear project, the rhetoric has been far more intense than the level of development seems to warrant.
Rhetoric influences perceptions, and perceptions can drive responses. Therefore, the rhetoric should not be discounted as a driving factor in the geopolitical system. But the real debate in Iran is over what to do about Iraq. No one in Iran wants a pro-U.S. government in Baghdad, and blocking the emergence of such a government has a general consensus. But how far to go in trying to divide Iraq, creating a pro-Iranian government in Baghdad and projecting power in the region is a matter of intense debate. In fact, cautious behavior combined with extreme rhetoric still appears to be the default position in Tehran, with more adventurous arguments struggling to gain acceptance.
The United States, for its part, is divided between the desire to try one more turn at the table to win it all and the fear that it is becoming hopelessly trapped. Iran is divided between a belief that the time to strike is now and a fear that counting the United States out is always premature. This is an engine that can, in due course, drive negotiations. Iran might be "evil" and the United States might be "Satan," but at the end of the day, international affairs involving major powers are governed not by rhetoric but by national interest. The common ground between the United States and Iran is that neither is certain it can achieve its real strategic interests. The Americans doubt they can create a pro-U.S. government in Baghdad, and Iran is not certain the United States is as weak as it appears to be.
Fear and uncertainty are the foundations of international agreement, while hope and confidence fuel war. In the end, a fractured Iraq -- an entity incapable of harming Iran, but still providing an effective buffer between Iran and the Arabian Peninsula -- is emerging as the most viable available option.
